Kelly has been a builder and developer since he joined Leon N. Weiner & Associates in 1979 and became actively involved at the Home Builders Association of Delaware. His building experience includes land development, multifamily and single-family home building, with an emphasis on affordable housing.
“With a number of housing markets beginning a slow and gradual recovery across the nation, our focus this year will be to continue this positive momentum and ensure that policymakers do not take any actions that threaten to derail this nascent upturn,” said Kelly.
“Specifically, we are urging lawmakers and regulators to protect the mortgage interest deduction, ensure that creditworthy home buyers have access to affordable home loans, and help enable home builders to get loans for viable single-family and multifamily construction projects in order to create jobs and meet emerging demand in markets across the nation.”
Throughout his career, Kelly has been active in the NAHB leadership structure at the local, state and national levels.
A life director of the HBA of Delaware, he served as its president in 1998 and was named Builder of the Year in 1999. The Delaware association honored him with its distinguished service award in 2008.
At the national level, Kelly is an NAHB life director, and has been a member of the NAHB Executive Board for more than a decade.
He previously served as the Area 3 national area chairman and was selected by his fellow chairmen to serve as their moderator for 2010. He has also chaired some of NAHB’s most important committees, including the Federal Government Affairs, Association Planning and Joint Councils, and served on the Budget & Finance Committee. In 2009, Kelly was honored as the NAHB Government Affairs Member of the Year and the NAHB Advocate of the Year. In 2010, he received the NAHB Daniel M. Grady Memorial Award in recognition of decades of dedication to the cause of affordable housing. Kelly is also one of the founding members of NAHB’s Housing Credit Group, which advocates for improvements to the Low-Income Housing Tax Credit program.
In 2011, Kelly and his partner, David Curtis, received the Fair Housing Person of the Year award from Housing Opportunities Inc., of New Castle County, Delaware.
Kelly and his wife, Marcia, are active in their church and in several local community organizations that serve the homeless, the mentally and physically challenged, and victims of domestic violence. They have two sons, Sean and Ryan.
NAHB’s newly elected senior officers serve on a multi-year leadership ladder. Kelly will become chairman of NAHB’s Board of Directors in 2014.
